I don't think 'fair use' applies in the same kind of way in the UK, where
I think it only allows very limited quotation in reviews and articles.
However most colleges - including where I teach part time - have an
licence allowing limited copying of published works which generally
follows similar guidelines of 10% etc.
However there are many exceptions where no copying is allowed without
permission (which often comes expensive).
