I've seen this happen frequently with Platine in workshops situations.
Typically, the students are anxious to get their prints in the box and
see what they've made, so don't have much patience to have the coated
paper "just sitting there". Wash-off in the developer has always been
related to drying the paper too soon after coating. Try letting one set
for 10 or 15 minutes before you begin the drying routine, or try drying
with cool air only, like under a fan. On the other hand, if the wash-off
is not causing any staining or streaking and the prints are coming out
well, it's not necessarily a bad thing.
