This is important! Color Management is screwing with your densities. The
step tablet densities SHOULD invert just as you thought: 10% becomes 90%
etc. Here's what to do:

Load this Color Settings File in Photoshop (Color Settings is under
either the Photoshop or Edit menu, depending on which OS version you're
running.
If you want this Color Settings to become a permanent item in the Color
Settings pull-down menu (so you can easily switch back for web design or
such) then you must SAVE the Color Settings File (by clicking the Save
button in the Color Settings dialog) and save it in a SPECIFIC place
dictated by Adobe and your OS. Check Adobe's Help File to find out where
that should be (it's nested something like six folders deep) for your OS.
This Digital Neg Color Settings file basically turns off color management
(I explained this a couple days ago but it doesn't hurt to repeat).
When opening images, always choose "don't color manage" so densities in
your image and step tablet aren't changed. (Note: this is not what you'd
do for "normal" color work when color management is your friend that
helps ensure that your images look and print like they should on others'
monitors and printers.)
