Around 30 years ago or so a couple of photo papers were made in Argentina:
Etra
Ferrania
By that time there was a black and white film in Argentina too but can't
remember the name.
In Uruguay they used to make a good black and white paper: Talbot branded.
On the other side I know Kodak is making some color paper in Brazil.
