I faintly recall having similar markings when developing Ilford's bw films
long time ago. Problem was too hard tapwater used.

What about faulty/uneven chemistry/film contacting something during
exposure/developing?

Or simply lousy qualitycontroll at factory?

Or wrinkle of some kind in the film itself?
(points out to quality issue again and/or hadling film in process)
