My friend is only the graphic designer for these signs. He is out of the
production side.

This is not rocket science. You can make these if you can make a full size
transparancy and contact print with UV or sunlight. Look at sites that talk
about photo intaglio with photo polymer plates. It is a non-toxic process
that the kids could posibly participate in. They could feel the image
develope from the smooth surface of the polymer. Use a search for
photopolymer signage to see if you could find the mention of this use of
photo polymer. The material is sold in rolls that one bonds to a hard
substrate and processes. The rolls I have been pricing are about $50 for (if
I remember right) 2' x 10'.

I have a friend who designs signs for elevaters and such for the
handicapped. He has mentioned that some of the signs for limited production
(an architest wants the signage in his building to be HIS, unique, not off
the shelf) are made using a thick photo-polymer exposed, developed and
hardened by reexposure. I have seen mention of this use of photo-polymer on
the web sights of a polymer distributer somewhere. That should make a photo
image relief for your purpose.

I'm doing a project for a school of blind kids.
Ideally, I'm thinking of getting some copper plates,
coating these plates with the same emulsion used when burning plates for
offset press work,
burning the plates,
and getting them embossed for display.

Do you have ANY experience with any of these processes which might be
helpful?

Part of my question is how to bring the visual medium up off the flat page
so it can be understood by a non-visual audience.

I've considered making paper embossings, but the finished piece needs to be
durable enough to withstand heavy "viewing."
