I don't put much stock in the blacklist explanation. Most spam filters
have adjustable settings for the filtering levels based on various
rules.
They can relax some rules or set some of the syntax analysis procedures
to give various strengths of message rejection.

My ISP allows each individual customer to adjust these to suit
themselves. What is more important is that they allow for whole domains
to be blocked or allowed through as a domain or as specific individuals
from those domains. To go with this I can inspect the currently
filtered messages to see if useful stuff got caught and make the
adjustments. The very few bad things that get through can be fixed for
the future with a couple of cuts and pastes. Quick and easy to do.

The whole package works as it is supposed to but I don't know its name
or source. I could ask if anyone is interested.

It looks to me as though the filters are set high and the ISP involved
cannot or will not allow individual controls. You could try asking if
it is available to you.

As far as the discarding of undelivered messages goes, my ISP
automatically empties the filtered stuff at the end of 14 days. As far
as I know messages undelivered for any other reason at least get a reply
back to the sender stating that. The alt-photo list server may not be
dealing with such auto replies as you might like.
