Judy,

If they are using a non-reflective patch (which they probably are) then
the energy is largely wasted. It will also result in an area of poor
lighting. If you want an argument against them then:

1) A dark patch looks ugly.
2) The area of poor lighting may not comply with safety requirements
   leaving the door open for legal action if there is an accident or
   crime as a result of the poor light.

As for outright efficiency, this will depend on the types of lamps
used in both lights.
