Quite true. Plutonium 239 can be produced from Uranium 239 by exposure to
neutrons in a nuclear reactor. But the production of heavy water is only
evidence of the operation of a nuclear reactor not necessaraly a reactor
used to produce Plutonium 239. Such reactors are breeder reactors and do not
use heavy water as a moderator. Graphite is also used as a moderator so it
would be like saying a country that is producing a lot of graphite is
planning to build an atomic bomb when, in fact, the may only be planning to
make a lot of No. 2 lead pencils.

BTW I agree. This is way off topic so I will shut up on this subject. Just
trying to clarify the issue.
