I think you will find the banding atrocious on most laser systems.
Banding problems seem to vary from printer to printer (including the
same model) with laser printers, but I have yet to see one that didn't
at some point revert to unacceptable banding during its lifetime.

Xante makes a series of printers designed to make positives for press
that might be OK for your application, but can't resolve the kind of
detail that we can get with digital negatives.
