You do not need more voltage. You need a ground under each bulb--a metal
plate or just a wire running parallel to the bulbs (obviously not on the
side where you need the light, but on the base which holds the bulbs) and
connected to the green wire of the plug. You can run one long wire in a
zig-zag under all the bulbs.
