Iron Blue Bleeding and Staining

I have previously used an iron blue toner withouttoo much staining, most of which cleared in the wash. I was using oldish ferric ammonium citrate, thesame that I use for cyanotype sensitizer. When the old stuff ran out, I got new from photographer's formulary. Now all of a sudden, I have massive color bleeding outof RC paper and staining like crazy. I tried diluting, but no real benefit. Any ideas?
 
formula is:
8g Ferric ammonium citrate
8g potassium ferricyanide
80 ml 99% acetic acid
water to make 1 liter.
