To drive a tad bit further down the road, consider the commercial photographer vs. the "amateur." Here in Utah, we are not allowed to flush effluents. At home, there are not such rules, much past personal environmental concerns.

So what happens if you are discovered running an unlicensed business that regularly breaks the laws regarding dumping chemicals?

Lots of things change when you hang out that shingle.
