Silver Nit-rate-mare

I am having some first class problems with my solutions
of silver nitrate. Being a newcomer to alt-photo processes,
maybe it's something I'm not doing, or maybe my expectations
are too high. Anyway here's the problem:

I have been coating a variety of papers with a 10 percent sol
ution of silver nitrate with a brush (lightly) and contact
printing in the sun. I have been using distilled water in my
silver nitrate solution. The problem is that the highlights
are fogging almost as quickly as the shadows develop, leaving
a very unsatisfactory image. The coated paper achieves this
"fog" in complete darkness although a bit more slowly.

DOES ANYBODY HAVE ANY ADVICE AS TO WHAT I AM DOING WRONG???
I am at wits end on this and would appreciate any help in
this matter.
