Here in the U.S., Formaldehyde is available in pharmacies in
37 % solution. I would ask your pharmacist. A 1.5 percent
solution would be a simple dilution from stock, and if you are
using it for hardening, I would think great precision is
not necessary. It may well eb nearly impossible, as formaldehyde
is a gas, and like ammonia, its solution diminishes
while the bottle is left open, so exact solution strength isn't
precise.

Any chemical supply house should be willing to sell formaldehyde
to you if the local pharmacy will not. It isn't that dangerous a
substance.
