The temperature of your clearing agent is not important, though some have
found that heating the clearing agent will help their prints to clear faster.

As for tube processing: For short-term print-to-print consistancy I try
to use my whole jug of potassium oxalate for each print (and obviously
re-use the developer over and over). If you start down the path of using
a few ounces of fresh developer for each print, I think you will find your
potassium oxalate bill will get pretty steep. If you pour in the
developer fairly quickly and get the thing rolling, I don't think you
should have too much trouble with the one second time differential you
mentioned. Maybe you can store the potassium oxalate in the JOBO...

By the way, if I'm missing some essential design element of the JOBO, and
hence made some totally ludicrous remark, I apologize as I haven't any
first hand experience with them.
