Since it's post-printhead you could try just taping a piece of paper to the printer below the printhead area as opposed to sandpaper. If nothing else, to narrow it down.

Base side, not ink side. Yes, I'm using roll feed. The scratching
appears to happen after the media passes by the print head.
I can't get my fingers in all areas of the paper path to feel for burrs
or buildup but have dusted the heck out of it.
Are you seriously suggesting using sandpaper in my printer? That
sounds like something that would bring me out of the frying pan and
into the fire in short order, but please tell me more...
