Sensitizer for Carbon Print

Hi, I am reading the Photographic Facts and Formulas (by Wall and Jordan,
1975 edition, revised by John Carroll), I noticed that in the carbor section,
he has two sentisizing formula, one is with ammonia, another one is with
citric acid. Does anyone know what the ammonia and acid are for? Do you use
them?

I am guessing that they are used to changed the ph of the sensitizer, but
having both ammonia and acid confuse me.
