Yes, the published film speed for N31p is ASA 16.
Keep in mind, however, that N31p has little green sensitivity. It is more a
blue sensitive film than a true orthochromatic film, so the ASA 16 speed
will be over-rated in some circumstances, ie. outdoor scenes with a lot of
green foliage.
I do not have reciprocity information, but I suspect there will not be much
failure until your indicated exposures get into the minutes.
For example, Agfa P330p panchromatic film (ASA 20) has no reciprocity
failure until the indicated exposure is about 3 minutes. At 4 minutes
indicated exposure, add one stop.
