Many papers change dramatically during the wets steps of printing. In
some cases you can alter this with your choice of clearing baths, length
of wet-time, and so forth. If you want to retain a smooth surface in the
finished print you'll have to test and choose papers accordingly. Rising
Bristol 2-ply "plate" gives about the smoothest finished print surface
of anything I've worked with recently, but still it isn't anywhere near
as slick-looking as the paper before soaking.
If you are evaluating the *wet* print, wait until it is dry. Papers
change again as they go back to dry, and you can influence surface by
the way you dry them as well.
