That is probably the case. Forte of Hungary produces ISO 200 and 400 panchromatic sheet film (as I heard/read somewhere, based on a old Kodak formulary,  with high Ag content and nice tonal separation)) that I currently use for making large negatives. I have come across it on the web may be Silverprint or Freestyle sells it (???). I have no experience with other films, but I am satisfied with it (stains well in pyrocathecin developer) and I am sure that is cheaper than most films.
