I have been able to get a nice silvery image tone with Agfa Neutol WA.  
Results are nice but so are contact prints on fiber base enlarging papers and 
so are contact prints on RC materials like Ilford's Portfolio RC.  Water bath 
or dilute developer techniques are needed, as #1 grade is not available 
unless you buy 500 sheets.  Keep the development time short as Michael Smith 
suggests to avoid the blue tone, unless that is what you want.
