I would suggest an adhesive from 3M called MP468 or one from Nitto
called 5015T. They come on liners in 55 m/180' rolls and can be ordered
in any width. These are adhesives commercially used on many "difficult"
surfaces in the electronics and manufacturing industry.

I don't know about their effect on photographic material, but I'm sure
you can get more info from 3M or Nitto.
