That seems to happen with other process as well. For example, one could
expose a step tablet and notice that step 1 still hasn't reached the deep
black, but the non-film area has reached a beautiful black.

Well, step 1 is almost clear and has a density of only 0.05, so theoretically
if you expose again with 12% exposure increase, you would achieve the deep
beautiful black that was outside, but if you try it with the exposure
increase, you will find that no way do you get close to that beautiful black
at all.

My explanation is that the film (even clear film) actually cut out a lot of
UV radiation.
