Seems to me that all you need to do is make sure you do the same dilution.
It shouldn't make a matter whether something is 15% or 28%.  The math is
the only thing you have to fear.

do something like this

.15          .28
----    =   -----
1000ml        x

solve for x.  Be sure to replace the 1000ml with how much you normally
add.
