Judy,

1) Yes, I assembled it from scratch, using the cheapest fixtures I could
find (Home Depot) and as quickly as possible. Everything is grounded (I
think) in that all of the green wires were connected and go out to the third
plug. "Readymade" fixtures still need to be connected in some fashion, so
grounding is still an issue.

2) Yes, I used 32 inches (enough to extend the length of the lightbank) of
Reynolds Wrap Heavyduty kitchen foil, matte side down. The foil simply
rests on the bulbs.

I'd post a picture, but attachments are forbidden (thank goodness, for then
the quality of my workmanship might tend to cast doubt upon any further
statements/judgments I might have!)

Trying to figure this out, it occurs to me that you may have done your own
wiring, with ballast and bulbs assembled from scratch, so to speak. In
which case, I understand, you have to "ground." But if one uses readymade
fluorescent fixture, presumably it's already grounded..... ????????

Also, when you say "piece of foil," do you mean the kitchen kind? You
just laid it in there without wrapping it around anything? How big?
