Formaldehyde mixed into gelatin size?

On p. 48 of THE GUM BICHROMATE BOOK, author David Scopick mentions
Steven Livick, who sizes paper (by brush?) with formaldehyde mixed into
the gelatin.

Does anyone have any information on this method? Forgive me if this has
been discussed before, but I'm a newcomer to this list. Also, does
Steven Livick have an email address?
