Scott,

You are, of course, correct - the value for the card which your meter
returns, unless the card is colored or your meter is off, will be that
of neutral gray - no matter the percentage of light the card reflects.
This is easily verified by photographing a white board, a black piece
of paper and a neutral grey card and using the exposure indicated by a
reflected reading - the density will be the same for all 3.
