No, I didn't think to add a step tablet. It was a 25 minute exposure under UV lights. The Fabriano Uno was presized and given a coat of unpigmented gum (which took 60 hours to clear, with the addition of some sulphuric acid). I thought I would get some pigment coming off in the water, but nothing came out of the paper except the ammonium dichromate solution.

Did you use a step tablet? If you did and nothing showed, the problem is unlikely exposure. With a density range of 3.0, you could overexpose 1000 times and still see some scale.
