No.
The molar mass of AFO is 428.06
0.40 x 262.11 / 428.06 = 0.2449
or 24.49%

My study made the following recomendation (for certain papers):
AFO made as a 35% solution.
Li2PdCl4 made as a 21.43% solution.
Na2PdCl4 made as a 24.05% solution.
K2PdCl4 made as a 26.7% solution.
K2PtCl4 made as a 33.9% solution.

Notes: The metal solutions may be mixed and switched. Some of the metal
solutions may have to be heated to be totally in solution or coated as
suggested by my quasi multi-coat method.
