The chemfinder.com page on HCL says it's a gas in the pure state and its
solubility is 62gr in 100mL water. So, the ~31% variant is actually half
strength HCl, not concentrated (62%) HCl.

Boy, those experts should weigh in here but as far as I know from my
chemistry of years back and hardware store
attendance, muriatic is an older description of hydrochloric when it
describes acid. The technical grade is what is
normally available at your hardware store. It is pretty darned close to
the concentrated hydrochloric acid used to mix with nitric acid to
create aqua regia.

Could someone tell me what percentage the technical grade muriatic acid
(HCL) sold as masonary and brick cleaner in hardware stores is? Has
anyone
used this for creating Aqua Regia ?
