Matthew, I use ruby tape on the back side of the sandwich to cover the
negative that may exhibit this. There are several other options. First if
you are making enlarged negs, make an even bigger neg with plenty of edge
room that will allow you to use the negative density to help block that
spill or piping. The neg on top will be sharper with thinner ruby lith. You
might also consider coating your paper with a tighter tolerance, less margin
of overcoating. I have noticed that some emulsions or more prone to the
light fog on the paper.
