No. As the paper is just used as support for the pigmented gelatin, there is no
need for it. gelatin and paper will sick together quite fine... Note that this
way of preparing a tissue may not be usable with a sensitized emulsion,
especially not if you do the combination under water, as the sensitizer may
bleed out and cause uneven sensitation.
