Highlights or Shadows in Negatives?

Is it a common (or even standard) practice that when we say highlights we
always mean the highlights of the original scenes regardless of whether we
are talking about prints or negatives? In other words, when we say a
particular developer is giving such and such effect on highlights, we mean
the densed part of the negative?

I am reading and comparing formulas and don't want to make wrong/reversed
conclusion. Thanks a lot in advance!
