My first inclination would be to check the pH of you water supply. Perhaps
you live in a limestone area where the pH is somewhat alkaline. Any
alkaline solution will destroy the cyanotype pigment, Prussian blue. If
this is the case then your options would be to use purified water for the
washing stage or add a small amount of acid to your normal supply so that
the pH is equal to or less than seven.
I doubt if your choice of paper is the culprit as the 'Ware Cyanotype' is
perhaps the ultimate test of paper purity and you would see the coated
paper turning blue during drying. If it does so, find another brand.
