Yes, but there is a point. I do not agree that anyone has the right to
display any type of image. There are some Artists/Images that simply go
too far. I am beginning to believe that not everything a photographer or
artist comes up with should be publicly displayed, much less displayed in
a public place. But then someone has to decide what "Art" is, and that
creates lots of other issues.
