72 dpi is all the scan resolution that you will need for posting to the web.
As far as determining the proper size of the completed file I recommend
using a program like Image Ready, or Dreamweaver, or PhotoShop 6.0, that has
a web optimization feature. This feature basically will show you four
different versions of your picture and tell you the download speeds at
various kbps for various compression values. You can then look at the
series of four images on your screen side by side and decide which one looks
the most acceptable to you and has the smallest file size. You can further
tweak this number and get another set of four closer to the one you like.
This will not necessarily be the same for all of your images, so it is best
to deal with each one separately. As far as 48 bit scans for the web you
are probably wasting file space. 24 bit may even be overkill as the web
safe color palette is only about 216 colors, but 24 bit is probably a good
place.
