Jeff,
  A better method, which I have used successfully for raising the density
range of negatives for POP, is to redevelop in PMK Pyro.  There is an
excellent article in Photo Techniques Mar/April 2000 by Patrick A. Gainer
titled "More Pyrotechnics" that explains the procedure.  The procedure is
done in room light, and in fact the negative must be exposed to bright light
after bleaching and before redevelopment.  If you cannot locate the article,
contact me off list and I will give you the basics.
