As one familiar with both scuba diving and photography, I would
recommend an underwater lighting system, flash, ringlight or multiple
flashes. Once below several feet of water much of the light is blocked
and the color radically altered (beyond correction). If only interested
in B&W and ambient lighting as you might experience, it should be
possible in shallow or clear water, however without a tripod firmly
anchored, currents and low light levels may result in blurry results for
waters deeper than several feet.

When setting up a lighting system, keep in mind that the angle of the
light can accentuate particles suspended in the water. And without
lighting from several positions, shadows may become overpowering. Also
keep in mind that the light must travel through water and back giving
results much different than in air and might require more powerful
lighting units.
