Ummm... One thing I can think of is that the shape of silver particles
is changed by the toner and the same amount of silver compound gives
less optical density. Also, silver sulfide has different optical
property from metallic silver.

With VDB the sulfiding toners may react very fast. You might want to
use adjust the dilution. But it's possible that the problem persists
to some degree.
Another possibility is to enlarge the grains before toning. This can
be done with a physical developer (silver intensifier).
