The outgassing is more related to the carrier than anything else.
Outgassing on microporous papers (those Jack refers to as where "inks
sink in") is not inherently less, it is simply much slower and over a
longer period of time. Even using microporous papers and dye-based inks,
outgassing will cause a condensate/deposition on the inside surface of
images framed and glazed.
The problem still exists with pigment based inks, BUT, because the
pigments are generally not used on microporous media, the process is
MUCH faster.
In other words, becuase the process is generally accelerated with
pigments on non-microporous papers, one can potentially "cure" pigment
based images, by allowing them to "dry" in a low humidity, even
anhydrously created, environment with high air flow for a few weeks
before glazing.
Trying the same process with dye-based inks runs into two differing
problems:
1) With microporous papers, the process is orders of magnitude slower.
2) Many dyes asre subject to oxidation and fading as the result of free
radicals (such as Ozone or Chlorine ions) in the environment. Given
that, this "curing," when utilized with dye-based inks, often ends up
accelerating fades and oxidation induced color shifts in the images. In
fact, curing showed no general ability to protect images from
fading/oxidation, as some had hoped it might.
The actual original research on all this was done by I and other members
of my own epson group at:

Some commercially available coatings one may apply to prints after an
iniutial day or so of curing can help limit outgassing.
