We put the paper in an oven to warm it pinned to a board, but make
sure it does not catch fire. This ensures that the emulsion stays
liquid while you brush it around. Our trick is to coat twice with
thin layers to get an even surface and the last coat always runs
horizontal as you don't notice horizontal lines so much.
The paper / dev/ chemical combination you are using sounds fine so it
is just practice with technique which will make you good at coating.
We never had much success with glass rod coating even with wire
wrapped around the glass rod, we always use brushes now.
Have you tried submersing the paper fully in a dish of emulsion and
then slowly lifting it by one corner and letting it drip. This should
also give you an even coating. One dip is enough to coat paper of this
type. The ideal coat is even and thin, too thick and you run into
problems of areas of emulsion not being stopped by the stop bath
properly.
