I recall having a similar problem and in the end the problem was the paper.
There were very small, irregular marks on the surface not visible when
looking straight on, but when held to a light and viewed with a magnifying
glass, reflected as shiny spots that obviously were not allowing the
sensitiser to adhere. When coated you could not see any problem, however
the problem appeared after development.
